EDT-006 Context default layer: content_system

Style sheet records local decisions

IF spelling, capitalization, hyphenation, numerals, terminology, citation, locale, or exceptions repeat, THEN record the decision in a style sheet ELSE retain.

Why the rule exists

A style sheet prevents repeated rediscovery and drift.
