ETH-008 Hard constraint layer: paragraph

Preserve uncertainty in summaries

IF source material expresses uncertainty, disagreement, limitation, or conditionality, THEN preserve it in summary ELSE retain.

Why the rule exists

Compression must not turn tentative evidence into certainty.
