SYN-016 Hard constraint layer: sentence

Keep correlative pairs balanced

IF BOTH/AND, EITHER/OR, NEITHER/NOR, or NOT ONLY/BUT ALSO joins items, THEN place each half before parallel units ELSE retain.

Why the rule exists

Balanced correlatives show exactly which units are alternatives or additions.
