NAR-010 Heuristic layer: section

Use summary for compression and linkage

IF time passes without a necessary beat-by-beat change, THEN summarize it and move to the next consequential moment ELSE remain in scene.

Why the rule exists

Summary controls pace by compressing low-change intervals.

Condition

The rule fires when this evaluates true. Paths marked below must be present in the fact base; the engine reports the rest rather than guessing them.
