ARG-006 Hard constraint layer: sentence

Qualify to the evidence boundary

IF claim scope exceeds evidence population, conditions, time, or uncertainty, THEN narrow or qualify the claim ELSE retain.

Generalization beyond the evidence turns support into overclaim.
